Special Education: Why consider establishing a school-based AI LLM?

Since the launch of the "AI for Empowering Learning and Teaching Funding Programme", we have begun to see a significant change: schools are no longer just asking whether AI can be used, but rather asking whether AI can better meet their own school's needs.
Recently, we received an invitation from a special school to discuss ways to establish a school-based LLM program.
We believe this school-based LLM program is particularly meaningful for SEN schools. This is because there are significant differences among SEN students, and their learning needs, support arrangements, and even assessment methods may not be handled using the same set of standards.
Therefore, if schools themselves are consistently providing more detailed and personalized support, then AI should naturally develop in a more school-based and adjustable direction.
In the past, we have collaborated with many SEN schools in Hong Kong on various EdTech, STEM, and innovation education projects, and have also shared our SEN x Edtech experience at the EDB Centre of Excellence. These collaborations have reinforced our belief that truly valuable AI is not necessarily the most universal, but rather the one that best understands the needs of schools.
