On December 16, 2025, the Hong Kong Education Bureau launched the "AI for Empowering Learning and Teaching Funding Programme", funded by the Quality Education Fund, to support public funding for primary and secondary schools to leverage artificial intelligence (AI) to enhance teaching and learning effectiveness. Each approved school will receive a one-off grant of HK$500,000 to purchase AI tools and organize student activities covering three or more subjects, helping schools achieve the goal of "AI for ALL subjects." Which schools are eligible to apply for grants?
Publicly funded schools, including government schools, subsidized schools (including special schools), schools receiving per-position subsidies, and schools under the Direct Subsidy Scheme, are eligible to apply. This applies to primary schools, secondary schools, and special schools. Application results are generally available by March 31, 2026.
What can the $500,000 be used for?
It can be used to purchase/subscribe to/rent AI devices/services, including software (such as AI writing coaches), hardware (such as AI robot kits), platforms, teaching and learning resources, and school-based AI application programs; it also subsidizes students' participation in on-campus/off-campus activities to enhance their AI literacy. It cannot be used for teacher training, renovation projects, or non-educational expenditures.
What commitments must the school make?
Approved schools must incorporate AI education into their school development plan/annual plan; implement AI-assisted teaching in at least 3 subjects/courses (at least 2 levels in each subject/course, with at least 6 teaching examples/resources developed); hold at least 3 open classes/demonstration classes and 3 experience sharing sessions; and arrange at least 2 student AI literacy activities before the end of the 2027/28 academic year.
What is the application deadline and the disbursement time?
Application forms and commitment letters must be completed by February 28, 2026, and faxed/mailed to the Information Technology Education Division of the Education Bureau; results will be announced by March 31, 2026, and funds will be disbursed by June 30, 2026, and can be used until August 31, 2028. Interim and final reports must also be submitted.
